Old issue, new issue, what changed...?

Slow how, you really do not define the issue beyond slow...

If your Mac runs slowly - Apple Support

Have you shut down and rebooted?

Did you try a differnt browser and compare your results?

Is this a slow Network issue, get on a faster Network if you r download speed is suspect...

To trouble shoot further you can:

—Test issue in another user (or guest user) account Change Users & Groups settings on Mac - Apple Support

This will tell you if it a universal issue or isolated to your user/admin account.

—A SafeBoot How to use safe mode on your Mac - Apple Support will sort many anomalies

a reboot will put it back to normal mode.

This test will tell you if third party interference; most* extensions etc are not loaded in safe boot mode.

You installed third party AV <Intego/ NetBarrier Extension/VirusBarrier> this is not a Windows machine.

Look for an official in app uninstaller—if in doubt search the developers website or contact their: Support/Help/FAQ/Known issues/compatibility/updates/uninstaller

I would start there and compare your results.

Contact a third-party vendor - Apple Support

Contact a third-party vendor - Apple Support

Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus

all known to cause issues on the macOS

Third party AntiVirus is not recommended— it typically does nothing but add issues to the macOS and competes directly with Apple’s own built in security:

I have set up a guest account and safari runs fast, as it normally should.
Back to my account, I have disabled the only extension I have, for webex, and it still runs slow.
So it must something in my account.

You can get a good look at your User/ System config. and reveal conflicts or issues, you can download/run this trusted utility https://etrecheck.com
