How do you know? The remote is not supposed to show that it is charging. You can view the battery charge levels on the paired Apple TV, through Settings screen, including while charging. See: Check the battery level of the Siri Remote - Apple Support
If your Apple TV is not responding to the remote, then that may have a different cause. Then try pairing again.

Verify that you charged as suggested to do:
- to a computer USB port
- or to a power adapter in an AC socket.

No, it does not. There are no indicators on the remote itself to show that it is changing. Instead, look up the charge status/battery level in Settings on Apple TV.

dirt or lint in the ios devices port when that happen to me I clear it out with a match or toothpick
a defect cable, testing with another cable could show if it is so
