1 - Can an external SSD used for Time Machine Backup be used for other backup purposes?
2 - Can an ext SSD be partitioned, and a partitioned volume be used for a Time machine backup ?

1) yes. But once you use it for other purposes the actual time machine software may lose its ability to navigate back in time if the structure is messed with in any manner of the backup folder.
2) Yes. Keep in mind Time machine in order to have a complete backup with some archival retrieval needs to have at least twice the space as the original And that's the space given to the backup partition alone.
