Text replacement not working in safari 16.3

Text replacement is not working in safari since Ventura. It works in all other apps.

From what you described in your original post, it would be a good idea to check to see if the issue persists in safe mode.
How to use safe mode on your Mac
Determine whether you're using a Mac with Apple silicon, then follow the appropriate steps.
Apple silicon
1) Shut down your Mac.
2) Turn on your Mac and continue to press and hold the power button until you see the startup options window.
3) Select your startup disk, then press and hold the Shift key while clicking “Continue in Safe Mode.”
4) Log in to your Mac. You might be asked to log in again.
Intel processor
1) Turn on or restart your Mac, then immediately press and hold the Shift key as your Mac starts up.
2) Release the key when you see the login window, then log in to your Mac.
3) You might be asked to log in again. On either the first or second login window, you should see ”Safe Boot” in the upper-right corner of the window.
Performing this step above may help resolve the issue or allow us to isolate the problem further.
If you're still experiencing the same issue, then try testing in a new user to see if you're still noticing the same problem there: Change Users & Groups settings on Mac

It is enabled as shown in the screenshot. However, it is not working
First I tried safe mode and it didn't work. Then I created a new test user and logged in with that user. I created a text replacement rule and it worked fine in the Safari browser.

Thanks for letting us know the results of those steps. We'd like to have you check that Text Replacement is enabled in Safari on your regular user account. To do so, open Safari then select Edit > Substitutions > Text Replacement. If it is enabled, you'll see a checkmark.
