I've tried various suggestions to no avail. When I share a calendar to my wifes email address she does not even get the invitation whereas her ipad does and she can see the shared calendar on the ipad.

I think you have given me a clue. My wife's phone says on this phone not icloud. Where can she change to icloud ?

You can share iCloud Calendars between the devices that have iCloud Calendar.
You can choose to share a calendar with one or more people in iCloud.
