Time Sensitive Notifications from Family not working

Thanks for using Apple Support Communities. Since Ask to Buy isn't working, it would be best to first make sure that they still appear to be enabled. The following which is from Approve what kids buy with Ask to Buy - Apple Support can help.

"On your iPhone, iPad, or iPod touch

1. Open the Settings app.
2. Tap your name.
3. Tap Family Sharing.
4. Tap your family member's name, then tap Ask to Buy. In iOS 15 or earlier, tap Ask to Buy then tap your family member's name. 
5. Turn on or off Require Purchase Approval."

If Ask to Buy still appears to be enabled, try the troubleshooting from If Ask to Buy isn't working - Apple Support. For instance, making sure that you are still using the same Apple ID and see your family members using this section.

"Check the Apple ID that you're using for purchases

Make sure that you're signed in to the App Store, iTunes Store, Apple TV app, Apple Music app, or Apple Books using the same Apple ID that you selected for sharing content with your family. Learn how to use your own Apple ID for Family Sharing.

On your iPhone, iPad, or iPod touch

In iOS 16 or iPadOS 16 or later:

1. Go to Settings > Family.
2. Tap your name. 
3. Make a note of which Apple ID is listed.
4. Tap Purchases.
5. Tap Apple ID for Purchases and make sure that you're signed in with with the same Apple ID that you use for Family Sharing. If not, tap Share using secondary Apple ID and enter the Apple ID and password for that Apple ID. "
