New iPhone has not backed up, cloud is using 3.8 of 5gb. But it states there isn’t enough space….
Depending on your backup "weight", you need to upgrade your iCloud storage, as per these support articles:--> Upgrade to iCloud+ and/or:--> iCloud+ plans and pricing
