I reset all my network settings on my Iphone 14 pro. I updated to the latest version but still can not connect from my computer to personal hotspot that I tried to make. There is a problem.

Since Personal Hotspot is a specific cellular carrer service/feature, if you you already tried (to no avail) all the steps provided in the support article that led you here, I suggest that you contact your cellular carrier and explain your problem.
