Cannot save photos and add to albums

When I select photos from my recent photos album to try to add to a separate album it says there are photos that must be saved first (they are photos that have been sent to me). When I click to save the photos it says error occurred please try again later. This has happened over and over. Sometimes it will go through and just sit and load for hours and not actually save them.

The strange thing about it is that after closing that window and trying to upload one of the photos it says the same, but when I create a new library the same photo successfully uploads there, but if I trying upload the rest, that window appears again and it imports only about 20-30 photos from 7k. there was an error adding the selected items to a shared photos album i have a shared album that i am adding photos to. for an odd reason, some of the photos cannot be added to this particular shared album. a screenshot of the error is below. i have tried: using drag and drop, which leads to the "there was an error adding..." error message. waiting a bit and then trying again. same error. right clicking, choosing "share..." and choosing shared albums from the pop up menu, then selecting the desired album. this too errors, but with a different error ('this operation could not be completed...'). trying another photo by selecting a photo taken on the same device with the same settings, either a moment before or a moment after, and adding that to the album. that always works. adding the erroring photo to another shared album instead. that sometimes works(!) when it worked i then tried adding the photo the desired shared album, again got the same error. going to my iphone, scrolling and scrolling, finding the right photo, then using share menu to adding the photo to the shared album. that works. i have tried opening the offending photo in edit mode, click 'revert to original', and tried uploading its unmodified state. that works. but when i then edit the photo again (using photo's built in tools, upping, brilliance, raising shadow, cropping), and try again to upload to the album. and that fails. regardless of what edits i make. this error happens to multiple photos. i am not aware of any obvious distinction between photos that succeed and photos that fail to add to the shared album, but see it more with photos from iphone than from my (nikon dslr) dedicated camera. i shoot a lot of photos of each scene i capture so i have a number of shots that are similar, but i am particular about which one i want to share and how it is cropped etc. and i much prefer working on and with my photos on my mac over on my phone. 2019 macbook pro, macos ventura 13.4.1 (22F82).

Photos App will not import images. My external hard drive that houses my photos library worked fine until the update in April. Ever since I have to restore my library every time I connect and then when my photos on my iPhone finally show up I am unable to import them. When I click the import all photos or the selected photo it takes me back to my last imported photo. Anyone else have this problem and/or figure out a fix? yes my hard drive is the right format, it happens whether I’m using my iPhone or an SD card from my camera. It’s not my settings and clearly has something to do with the updated Photos app.

Save an attachment: Tap to the right of the message bubble containing the attachment.
Share, copy, save, or print an attachment: Tap the attachment, then tap and choose an option.
Save or copy an attachment: Touch and hold the attachment, then tap Save or Copy.

Seems those Photos you can't save may actually be in "Shared with You":

Use Shared with You on your iPhone, iPad, and iPod touch - Apple Support

Seems the photos may actually be in the Messages app, just "shown" in Photos.

The article above says "Photos can be saved to your library (not pinned)",

so it seems you would need to do that from the Messages app.

Once saved, you can likely treat them the same as any other photos.
