I lost my watch at a hotel and they are not helping me look for it when the tracking on my iphone says its at the hotel. Its been a week and now it is offline. Am I able to track my watch even though it is offline?

After a week it is likely your Apple Watch has a discharged battery and is no longer reporting its location. It will be dropped from the Find My mapping after a few days without contact.
There is further advice in If your Apple Watch is lost or stolen - Apple Support but if the hotel refuses to assist there may not be much you can do to recover your property. Fortunately your missing watch will be locked by Activation Lock so if any of the hotel staff had ideas about trying to use it they will be disappointed.
