An on screen message says to connect to wifi to download data for using Siri without internet connection. IPad 9 th. Siri does works online (WiFi) fine. This is a new IPad and Siri worked offline for awhile. I have followed step to disengage Siri and setup again. Enabled most of the options under Siri. Booted several times. What else is to be done. BTW, selecting categories does not work so information is wrong for this submission .

Probably your device may not be connected to the internet.
Connecting to Wi-Fi is the first part and then getting connected to the Internet is the second

As I said in my question, this is an IPAD Gen 9 WiFi only.
I could not choose the categories, they would not register.
Second, as I said, Siri works online with WiFi on just NOT offline. (I DO have an IPhone on which Siri works both online and off line)
There is nothing wrong with my modem or router. So please address the IPad issue. Siri worked offline when I originally set it up after purchase about 1 month ago and pre latest ios update.
Please check the internet connectivity on your device. Siri needs the internet for some commands. Please refer to the pic below (iPhone 12 Pro iOS 16)
