how do i find the owner of apple ipad when it is locked by owner

I found an ipad and would like to return it to the owner. However, the ipad is locked to owner. How can I find out who this belongs to?

Unless the owner has put a message on the screen, there's nothing you can do. Turn it into the lost and found or the local police.
