The dock is always visible at the bottom of all iPad Home Screens. When the Home Screen itself is not visible, simply swiping-upwards from the bottom edge of the screen will expose the dock - whereas swiping-up from the bottom-edge to the centre of the screen will return the view to the last selected Home Screen.
