when apple music have dark theme, why dont itunes have one as well? light theme really does tire my eyes up when it comes to using pc with high brightness:(

Try the Night Setting on your PC: Windows/Settings/Display/Colour>Night Light Settings. When set to automatic (which I believe is the default mode), it turns on at sunset and displays warmer colours that help reduce eye strain. It runs off again at sunrise.
You could also reduce the brightness of your monitor. That will be a button on the monitor itself. I have just checked my screen to find that I have set the brightness to 14. The maximum is 100.
