Can I share icloud with only one member of my family ? We are 4 members, but I would like to share icloud with only one particular person/member !

Sorry, no.
However, if some family members have their own upgraded storage plan (50GB or larger) they can opt to keep their own plan rather than sharing. See: Share iCloud+ with your family - Apple Support
