Home Screen missing

My second Home Screen is missing. I was having this problem on iOS 15 where it would be missing for a day or two and then reappear. I tried updating to iOS 16 but as soon as I updated it did it again. I saw some comments on another question suggesting that it may be hidden but the dots above the taskbar are gone as well. Any suggestions?
