I have iphone 11. Apple instructions online keep telling me that iphone 13 or older should go to: settings, Passwords, then “passwords and accounts” to view my saved passwords, but my phone only has “passwords” not “passwords and accounts” so I am
unable to continue..

It used to be "Password & Accounts" in iOS 13 or earlier.
