Apple Pay is a service, it is not added or removed from a phone.
You can add a credit or debit card to the Wallet App to be used with Apple Pay in supported countries.
In the Wallet App, tap the (+) icon at the top right corner of the screen, and follow the onscreen prompts.

If you get the Learn More popup only, make sure your iPhone is set to a region that supports Apple Pay in Settings ➜ General ➜ Language & Region ➜ Region.
