can't message to non Apple device

I can't send imessage from iPad generation 9 (which I bought yesterday) to a non-apple phone

That is correct, you can't imessage a non Apple device, you can only send text message, imessage is only between Apple devices.

Assuming you have an iphone then this needs to be set up Forward SMS/MMS text messages from your iPhone to your Mac or iPad - Apple Support

That is correct, you can't imessage a non Apple device, you can only send text message, imessage is only between Apple devices.
