In order to download and use Netflix in the App Store, your iPhone needs to be updated to iOS 15 or later.
If you have an iPhone 6S, iPhone 7 or iPhone SE 1.Gen then you can update to: iOS 15.7.3
If you have an iPhone 8 or newer you can update to: iOS 16.3.1

You can download and install software updates here:
Settings → General → Software Update
Remember to connect to Wi-Fi and a charger. Your iPhone must have more than 50% power to update without a charger connected.
