Deleted Passwords immediately reappear

I recently (intentionally) deleted all of my Passwords from iCloud, but have 10 that stubbornly reappear, and subsequently refuse to be deleted manually & individually.
No combination of on-device iCloud Keychain toggling seems able to reach up & out far enough to their existences to obliterate them permanently into quantum dust.
The 10 passwords in question are not related to any Profile or service. One is even a very old Apple password for apple.com itself.
(As I type this, one thing I have not yet tried is the macOS Keychain app. I’ll try that and report back.)
Any other suggestions or success stories, y’all?
