Settings > User Name > iCloud > iCloud Backup > Back Up Over Cellular ?
The switch (on/off) is no longer available in iOS 16.3.1.

Hello Applehension,
Thanks for reaching out to Apple Support Communities. We see you have some questions about backing up your device over cellular data, and we'd like to help. The following link may be able to assist, as it walks through how to back up your iPhone: Back up iPhone - Apple Support
Back up iPhone using iCloud
1) Go to Settings> [your name] > iCloud > iCloud Backup.
2) Turn on iCloud Backup.
iCloud automatically backs up your iPhone daily when iPhone is connected to power, locked, and connected to Wi-Fi.
Note: On models that support 5G, your carrier may give you the option to back up iPhone using your cellular network. Go to Settings > [your name] > iCloud > iCloud Backup, then turn on or off Backup Over Cellular.
3) To perform a manual backup, tap Back Up Now.
Please note the steps in the above section about models that support 5G. This would need to be supported by your carrier.
Regards.
Thanks for the reply, I see I do not have 5G service on my plan.
I should have looked a little harder in the community forum before asking the question.
I appreciate your time and effort to help me with this.
Hi Applehension,
