Seeing Uniday --View their Terms & Conditions, seeing what they mention for account usage. Perhaps it is the price of the devices, and restrictions they've set forth.
Are you trying to order 2 devices? Check Apple's sales policies link to see what maximums are.
Do you have the correct credentials to order from the education store? And, is the store located in your region/country?
Other than that, we are all users and cannot guess Apple's policies, so you'd need to deal with Apple.
If you are trying to order from the US education store, and you are not in the US, you can’t.

Is this a personal account? Or is this owned by a school? If not your account, then contact the owner for assistance.
I order MacBook Air only and another one is free AirPod from education promotion. I already check the Apple sale policies, it does not exceed the purchase limit
I order from Malaysia apple education store, and I am in Malaysia.
There has education store in my country. I think maybe I cancel the order almost two times before because the payment is not successful. Is it will cause this problem ?
