I can watch apple tv on pc. but not on my samsung smart tv. How can I fix this?

In order to watch on your TV directly you would need a model that supports the Apple TV app. The alternative to that would be if your TV supported airplay (for casting the content from another Apple device) or to have an external device that can give access.
