Voicemail Full

My voicemail keeps saying its full and its not, I have tried deleting them under airplane mode from suggestions others have given, nothing works, if I get one message it says full, how do I fix this??

iPhone XR, iOS 13

Contact your cellular carrier. Voicemail is a carrier feature.
