I have a Macbook Air M1 with Monterey.
I use several signatures in Preview to sign my pdf files.
Some are no longer used and I'd like to remove them from the list. If I do this by clicking on the "x" near the signature, it is removed but comes back when I pull down the list again.
How can I permanently delete a signature?

1 - Restart in Safe Mode. This will perform a Disk Repair, clear cache files and only load Apple Software, extensions and fonts. The boot up will be slow and can take some time - Normal.
2 - Then perform the deletions of Signatures stored in the Preview application

Is it possible the Signatures you what to remove are also in and on another Apple Computer ?
Background for context..
Have purchased several new machines over the years.
Still keeping a ancient 2011 Intel Mac Mini for fun stuff
Signatures in Preview on that machine ( 2011 ) Auto Appeared in the new M1 MBA and M2 MBA and M1 Mac Mini all running Ventura 13.2.1 and respective version of Preview
There was no Migration Assist used on any of the new machines.
I conclude the Signatures are some how in my Apple iCloud or associated with my Apple ID
Possible.
I know I did an Add Signature to demonstrate the steps to Add for another User having issues adding.
Once that was done, I removed the Demo Signature list below the Original Signature - press and viola, out it went
If the steps outlined in the Apple Article were followed, it should not be an issue

I hope they aren't, because I sold my old Mac, but I remember I cleared it.
I've seen that I can delete the last signature. Maybe I have to go that way back, losing tho ones i still need. A bug, anyway.
On macOS Monterey 12.6.3 and Ventura 13.2.1, I have removed extraneous annotation signatures from Preview, and upon rebooting each Mac, the removed signatures remained absent in Preview.
