Hi, my SOS stays on beside my WiFi signal. I can’t make calls

From iPhone User Guide:

“… Full service from your cellular provider isn’t available, but emergency calls may be possible through other carrier networks …”

So your carrier isn’t available in your physical location AND aparently does not support WiFi calling (or it’s not enabled on your device).
