Downloaded files not appearing in Finder while uploading back

Say if we download a file which appears in the Downloads folder, and then try to upload it back as an attachment or on a drive, the file does not appear in the list of documents in the Upload dialog box. It only appears if one were to open the file, else one has to resort to drag and drop. Unsure why such a basic feature, of the uploads dialog box mirroring the base folder, is missing in the M2 version of Macbook Air.

Anyone else facing this? Any troubleshooting tips?

MacBook Air, macOS 13.2

if you need to share a downloaded document via Slack, Whatsapp, Gmail, Outlook, Dropbox, etc., and you click on the "upload" option in any of these applications, the said document will not appear in the Upload dialog box, unless you have opened the document on the system. in other words, unless you open the downloaded document, you cannot upload / share it (except via drag-drop).

Looking for a way such that any downloaded document can be uploaded / shared even without having been opened on their respective app (e.g. Word, Excel)

Does this clarify?

" Slack, Whatsapp, Gmail, Outlook, Dropbox, etc.,"

It appears to be a Short Coming by the Developers of these Third Party Application Developers.

It is suggested to communicate with the Developers of these Third Party Developers and ask them to fix this issue in their Applications Functionally in Apple MacOS Ventura

Apple does not Own or Develop these Third Party Applications
