no internet through iphone hotspot - all updates applied

I activate the HotSpot on my phone, then tell my laptop to connect to it. The connection is successful. I can surf the internet on my phone, but my laptop cannot see the internet. This has worked correctly until recently.

I have rebooted both devices twice

I reset the network on the phone (renamed the phone after resetting)

I cycled WiFi on the laptop several times

This has worked until very recently. What must I do to recover the capability?
