You use the Camera app to scan a QR code:
Scan a QR code with your iPhone, iPad, or iPod touch - Apple Support
If you have an app (such as Venmo) that produces a QR code for someone else to scan, they will follow those directions if they have an iPhone or figure out how to do it on their Android phone.
