Can I use my 2019 iMac (Ventura 13.2.1, 3.6GHz Quad-Core Intel Core i3, Retina 4K display) as a display with MacMiniM2?

Can I use my 2019 iMac (Ventura 13.2.1, 3.6GHz Quad-Core Intel Core i3, Retina 4K display, 8 GB RAM, disk drive) as a display with MacMini M2? My iMac performs poorly with Ventura. My thought is to use the iMac display, webcam, headphone jack, keyboard, and mouse for work teleconferencing with the speedier operating system on the MacMini M2. I’m not a tech worker, so plain speak is much appreciated! Thank you kindly!

iMac, OS X 10.11

No, the new Silicone Mac's do not support using any iMac as a display in Target Display Mode.

carefully read > Use your iMac as a display with target display mode - Apple Support

If you get a new Mac mini, then you will need to use an external display.
