Does it have an actual flash module on the back?
A software update like iOS 16.3.1 will not magically produce a physical lightbulb to appear and be used as a flash.
You need a model with a physical lightbulb to be used as a flashlight.

Only those models of iPad that are fitted with a TrueTone flash (iPad mini6 and iPads Pro) have a flashlight function - or Flashlight control in the Control Centre. These models are:

Well, does your model have a flash for the camera? Only ipad models that have a camera flash are capable of having a flashlight

That model does not have a flashlight. No actual True Tone flash "lightbulb" to use a flashlight.
