If the Mac is on the fans are on. They i̶d̶e̶a̶l̶ idle about 1,200rpm and ramp up to 6,000rpm under a heavy load.
From Terminal you can see this is in action, copy and paste:
sudo powermetrics | grep Fan
running sample, until you quit, use Control C

Known issues—
Uninstall all third party apps that are Cleaners/Optimizers/Anti-Virus/VPN
all known to cause issues on the macOS
if you still have an issue—
look at your Activity Monitor.app > CPU for heavy usage... this will be a clue
