Safari tabs non responsive

Starting today I've noticed that a bunch of tabs that I have open in Safari 16.3 are non-responsive. What this means is that I can see the tab, but clicking on it does nothing. Some tabs in a window are ok, but others are not. There doesn't seem to be any pattern to which ones. Has anyone else noticed this problem? Any suggestions? I've tried clearing the cache, but that doesn't help.

iMac 21.5″, macOS 13.2

Each tab runs its own separate process, and some may have crashed.

Try quitting and restarting Safari. By default, Safari will try to reopen the sites that were open before.
