Have a Computer Handy? If so, try using a computer to update. Go here: Update your iPhone Using a Computer - User Tip. If any updates are availabe, they will install, sure enough.

You can't. Your phone cannot handle the new update, the latest for that model is 15.7.3.

The iPhone 7 Plus can be updated to iOS 15.7.3 and nothing further. You need an iPhone 8 or a newer model to update to iOS version 16.
