Please clarify if I delete my iCloud backup to free up storage, all data will remain intact on my ipad. And I can then start backing up again. Thank you!

Yes, if it is actually on your iPad it will remain there. However, you won't be able to back up your device if there isn't enough room.
If your intention for doing this is because you need space for an iPad update, why not just use a computer to do the update?
