How can I change the organizer and the family who I am sharing apple?

You cannot change the family organizer. The only option is to leave/disband the current family group and then create a different one. See Leave Family Sharing - Apple Support and Set up Family Sharing - Apple Support. Note you can only switch to a new family group once per year.

This is a more “involved” process than you might have otherwise assumed.

Any group may only have ONE organizer; AND any AppleID may only be a member of ONE group.

Q: Does this limitation also apply to children transferring between families?

I can certainly understand if it IS restricted; given the potential for abuse.

Unless I learn otherwise; I’ll assume the 1-year is a global restriction.

I would assume so, though perhaps Limnos knows for sure. He seems to catch most of these.
