Why I cannot locate my other iphone using icloud?

We will assume that you enabled Find My on the other phone before it was lost, correct? If you didn't, it will not show up on the list of your devices using your Apple ID.

If you did enable Find My, the phone will still not show up on the Find My map......if.......

The phone is powered off

The phone's battery has run down

The phone does not have an Internet connection where it is located

Nothing that you can about that except keep trying and hoping that all three of the conditions above will be met. When they are.....the phone will show up on the Find My map.

Seeing iPhone on iCloud:

Is Find My enabled on it? Find My would need to be enabled on it, and, if you do not see it, then it is likely not associated to your account, or Find My is just not set up on it. If you have just set up Find My on this, then it may take a day or so for all to sync, in which case, you'll just have to wait it out.
