MacBook Air 2015 will not allow permission changes on Seagate One Touch 5tb

When I try to change my Sharing & Permissions on a Seagate One Touch 4tb External Hard Drive, Finder says "This operation can't be completed because you don't have the necessary permission.

I'm logged in as Admin. Seagate Toolkit has be uninstalled. I have logged into Finder. I have no problems with a Seagate Backup Plus 5tb

MacBook Air 13″, macOS 12.6

If it is used for Time Machine backups then TM "owns" that disk and you don't have permission to alter its contents.

If it is not used for TM backups then you can reformat it using Disk Utility, and you will have permission to alter its contents.
