My Apple ID is inactive

Hello. I need the number of the apple operator in Kazakhstan. I have an inactive apple id. I contacted apple support via email. They said contact the apple service operator in Kazakhstan and tell your identifier number, they will solve the problem like this. And I couldn't find an operator in Kazakhstan.
