Dots instead of signal strength

What are the 4 dots next to my Wi-Fi signal sign on iPhone?

These dots appear because you don't have coverage. You either have no SIM card inserted or eSIM set up or just no coverage. Here's a support article: If you see No Service, Searching, or SOS on your iPhone or iPad - Apple Support
