can you use music app without subscription?

I am trying to use apple music app on my iphone 12 max but I don't see any option or way to create a playlist there . I have some local mp3 in my itunes app (on my windows pc) and also on my iphone's file manager. My question is, how to get those mp3 songs into my apple music app and create a playlist out of those if I don't want to buy apple subscription?
