Is there a way to have everyone pay for their own subscriptions under family sharing?

Turn off Purchase Sharing, or tell them to redeem gift cards into their individual accounts.

How do I set up family sharing where each person pays for their purchsed apps, ie. NOT the organizer? We share via Family sharing but I (the organizer) am being charged for app purchases made by others. They all have "access to" subscriptions and their purchases are set to "Not Sharing".
