I'm not clear on what is locked.


If you mean its login password is locked: https://support.apple.com/en-ca/guide/mac-help/mh35902/mac


If you mean your Apple ID: If your Apple ID is locked or disabled - Apple Support


If you mean something else please elaborate on what exactly you are trying to do.
