When receiving calls I do not see the name of the contact calling me, only the number

I live in Germany and I have my Contacts saved in the iCloud list of my iPhone 14 pro Max. And when I receive calls from German numbers appears the name of the contact who calls me, but the numbers from Portugal do not appear to me the name only appears the number of the contact. I would like to know how do I solve this problem, thanks
