Are all HomePods in a household supposed to be set up from one phone?

Are all HomePods in a household supposed to be set up from the same phone? We have two iPhones and three HomePods. Two of our HomePods were set up on iPhone 1, the third on iPhone 2. The third HomePod is not showing up on the Home app that set up 1 & 2, and is not being found for Intercom communication from HomePods 1 & 2.

They need to be set up on the same Apple ID to show in the home app Your home app is signed into the primary Apple ID / iCloud account. If you look in your iPhone in settings- Your Name - iCloud - show all apps using iCloud - Home should be listed. HomePod should also be listed as a device under your name
