iPod touch repair and restore failure problem

I have an iPod touch which suddenly locked with a screen message "iPod is disabled" connect to iTunes. I have downloaded iTunes severally with several updates. I have also try severally to restore or even format the iPod back to factory settings to no avail. Instead of the iPod to give options to respond to the ITunes apple software update, it will just show "iPod is disabled" connect to iTunes. This is too bad. How on earth did the iPod touch got disabled in the first instance and why would any products failed to be fixed after following every available options provided by the manufacturer?

The mode of update and restore is poor, the same apple that will give access code to me before logging in to their website can not adopt a similar approach to unlocking the disabled device. I have been waiting for the past two years thinking the device might come back on without the disabled screen at least for me to enter my code and gain access to the device again. I have even risked loosing my data on the device by trying to restore the device to no avail. Any security measures that will lead to this kind of frustration is not worth it. Is is absolutely useless.
