I want version 13.0

You cannot update to iOS 13, regardless of which iPhone you have.

You don't write which iPhone you have, so below you see your options:

iPhone 5S and iPhone 6 series can be updated to:

iOS 12.5.7

iPhone 6S series, iPhone SE 1.Gen and iPhone 7 series can be updated to:

iOS 15.7.3

iPhone 8 series and newer can be updated to:

iOS 16.3 (Latest version now)
