Transferring Items Between Apple Accounts:

You Can't. Do it the olde-fashioned way, and down them all. From there, upload them to the other account. Apple accounts cannot be merged, as of this reply. Go here: Download Photos and Videos - Apple Support

You can only synchronise photos/files between devices that are signed-in to iCloud with the same AppleID.
