Unable to turn off mobile data for apps

I’m currently running iOS 16.3 on a 13 ProMax and have turned off mobile data for certain apps. However while Wi-Fi is turned off these apps seem to still have internet access as banner & video ads load. Short of outright turning off mobile data entirely or putting the phone on airplane mode these apps seem to retain internet access. Is this a bug with 16.3, have apps found a way to circumvent turning off their mobile data access or is there some setting buried somewhere I’m missing..?

If your settings are already correct and you're nothing that data is being used unexpectedly, reach out to your carrier to look into this further as cellular data usage would be best addressed on their end.
